doc: replace broken link with an internet archive link to the page
The page seems to have been removed, with no equivalent replacement.
The easiest fix is to link to the Internet Archive version fro mFebruary
2004 (which is shortly after the date that this link was added).
This also replaces the hardcoded text with an actual link.
This fixes #179.

doc: replace outdated links
Microsoft has removed the old MSDN Search, to this replaces it with a
link to their ODBC documentation, using an actual POD link.
The SQL/CLI working draft is no longer online, and the website has been
taken over by spammers that link to gambling websites. So the link has
also been replaced with an Internet Archive page.
