ANNOUNCE: sybperl 2.18

Well - I took advantage of a gray Saturday morning to put 2.18 together.
It's essentially 2.17_03 which has been around for quite a while, with a
couple of small changes (memory leak in blk_rowxfer(), for example).

This new version is available now from http://www.peppler.org/downloads/
and in a few hours/days from CPAN.

As usual, any comments or suggested fixes are welcome.
