Hello

MYMETA.yml is supported by Module::Install and also should be
supported in EU::MM. First step for support in both, would be to add
something like NO_META for MYMETA.yml. Reusing NO_META is a bad idea,
because it can used when someone write META.yml by hand - in that case
MYMETA.yml still should be generated.

So, I propose to add "NO_MYMETA".
