porting MakeMaker to z/OS (ebcdic)

I download the MakeMaker.tar file and use the pax command to untar an= d convert to ebcdic (pax -o to=3DIBM-1047,from=3DISO8859-1 -r < ExtUtils-Ma= keMaker-6.98.tar). Is there someplace that you can direct me that will help me figure out what= is happening when I run the Makefile.PL.
