thanks everyone for your responses. and indeed it has to do with the '%header' 
statement, which runs:

	    'Accept-Encoding' => 'gzip,deflate',

if   " 'Accept-Encoding' => 'gzip,deflate' "   is eliminated, the subsequent 
fetch on the website is normal ascii.
