I posted about this a few days ago -- you need to make a minor change
in work with the latest OpenSSL libraries.

Near line 107 of SSLeay.xs, either change SSLeay_add_all_algorithms() to
SSLeay_add_ssl_algorithms() or add a call to SSL_library_init()

make; make test
