Yes, this was reported earlier... and I do not yet know a solution
for it.  In Mail::Reporter, I defined an INIT block to initialize
some values.  But, Apache2 loads the module on demand which is too
late: INIT blocks are only run at start-up.

You may add 'use Mail::Report' to startup.pl... but someone may have
a fix for this problem...  anyone?
