I agree with this point -- particularly for configure_requires.

However, for this particular case, I should mention that I've patched
M::B to bump the version to 0.340201 in blead and sent Dave M the
commit id to cherry pick into maint-5.10 for RC2.  The same version is
released to CPAN.  Once cherry-picked, 5.10.1 will no longer have a
dev release of Module::Build.  This fixes the problem for people like
Elliot without introducing new code changes during the RC cycle.
