I don't know how M::I implements it, or even if it implements it "correctly",
but I meant providing the option of bundling a (sufficiently new)
Module::Build with your distribution, to reduce the friction of installing.

I believe (but I may be wrong) that the plan with bundling was to use the
newer of the bundled and any installed version, to avoid the problem that
has happened with M::I whereby a bug fix in M::I means that module authors
need to update and re-release each and every distribution bundling the buggy
version.
