In my case, I have a $ENV{RELEASE_TESTING} | $ENV{AUTOMATED_TESTING}
keyed test that uses Test::DistManifest (at least, I think that's the
module I use) for the same purpose, so I ignore MANIFEST and check in
MANIFEST.SKIP.

To each his own, however.
