The trick here is that there's no cross-platform notion of 'sbin', and nobody seems keen to invent one either. I'm thinking that we've seen this before and there are probably a few ad-hoc add_build_element() overrides on the CPAN that are doing something for sbin, but nothing has ever been formalized for Module::Build to support it (and I don't see anything in RT about it either.) Offhand, you're talking about adding process_sbin_files, having something in install_sets, and adding 'sbin' to build_elements. Maybe a simple matter of treating it as a 'script' element on any non-unix system.
