pdfapi2 is a module to (primarily) create and (secondarly) modify PDF
documents.

as of yet pdfapi2 tries to adhere to the 1.4 spec and certain
variations given particular interpretations of older or newer
published specifications.

pdfapi2 does not implement specification restrictions and hence
is not able to restrict its output to the required PDF/X compatible
subset and requirements.

since PDF/X is a iso standard, its specification is not available
for free and hence why should free software implement a non-free
specification?

what you need is a conformance converter rater than an api.
