Hi everyone,

The latest version of Petal::Utils will soon be on a CPAN mirror near
you. This release features smart url handling (create_href:), array
shortening modifiers (limit: and limitr:), support for substr (substr:),
a new way of doing if/then/else statements borrowed from Oracle
(decode:), and support for printf (printf:).

The full collection now contains 21 modifiers. New admissions are
welcome. Please see the README for guidelines for contributing.
