Except "perllocal" doesn't document file names.  I mean something more 
simple, like a text file of bare filenames one per line that you could 
pipe into CPAN.  perllocal could help you re-fetch them from CPAN I 
guess, using module name and version number.  That's an alternative 
solution, and perhaps closer to already implemented, but not quite what 
I'm proposing.
