I believe all of these problems could be sidestepped by making sure all 
perls involved are configured with -Duseversionedarchname. See
<https://perldoc.perl.org/perl5180delta#Configuration-and-Compilation>.

Obviously that doesn't help with a distribution perl that wasn't 
compiled with this option (and I wasn't even aware this option existed 
before today). So I would propose two steps:

1. Document useversionedarchname. Probably in INSTALL.
2. Turn the option on by default.

Hopefully that will increase the likelihood that any future perl you 
encounter will Just Work(tm).
