cfedde-filter-httpd.t returns 255 and fails but passes subtests- okay to install?

Why does cfedde-filter-httpd.t pass 2 subtests (POE-0.9999), and exit with 
255, thus failing?  Is it safe to ignore the failure and install POE?  Can 
the test be improved?
