If he really is running POE 1.299 as his subject line claims, then the
problem is that POE-Test-Loops 1.050 assumes you have POE 1.310 (but
it can't depend on it without it being a circular dependency). What he
needs to do is downgrade POE-Test-Loops to 1.040 or (even better)
install POE 1.310 instead.

Due to this mailing list post, we've been having discussions on IRC
about how to avoid these versioning problems, so they will hopefully
be prevented sometime in the future.
