I don't want to put this fix into into 5.10.1, because:

1) there's a whole slew of File::Copy changes that I've avoided pulling
into maint, and version nunbering gets complicated

2) its a simple fix, but it changes the behaviour of the function, and its
not really something I want to be doing a couple of weeks before release.

I intend to reconsider File::Copy post 5.10.1 release.
