ADMIN: New web archives and frequently asked questions

1. I've set up QOTW web pages.  They're at

        http://perl.plover.com/qotw/

   These pages have links to the mailng list archives, archives of
   just the quizzes and solutions, instructins about how to subscribe
   and unsubscribe, and other list-related matters.

2. We seem to have a lot of Spanish-speaking mailing list subscribers.
   I'd like it if someone would volunteer to translate the spoiler
   instructions into Spanish.  Contact me if you're interested in
   translating the instructions (or anything else) to Spanish (or any
   other language.)

3. The spoiler moratorium is now 60 hours.  ("Until Saturday" was
   confusing for some people.  Please do not post spoilers, hints, or
   solutions to any quiz until at least 60 hours after the quiz has
   been posted.
