Release 52 of CHI back-end

I've created the release/52 branch for the CHI back-end and am deploying
it to staging and uat now.

Devs, please check the release notes carefully. Make sure that your
tickets have the right status. If there's anything you've merged since
release/51 that isn't on the list please let me know. And vice versa, if
there's anything on the list that shouldn't be please also let me know.
