strangely, my impression was different.
there are many different widget collections that are usually on SF (but 
on other places also) - those are some of top of my head - BLT, 
mkWidgets, Incr widgets, not speaking of some kind of standard Tix and 
BWidgets and many more...

I saw many different tab-frames, in different widget packages 
(IncrWidgets, BWidget, Tix have them, but surely there are many more), 
but I don't know which exactly will fit you.

As for LineNumberText - at the very end of  file LineNumberText.pm I see 
a link: http://wiki.tcl.tk/4134  ... may be this widget is is 
re-implementation of Tcl/Tk widget to perlTk world?

Indeed, www.tcl.tk is long time out of order, it was explained this is 
so due to spammers
you should probably go to their wiki, which I mentioned, or just ask 
directly on their mailing lists.

As about widgets collection - probably you should start here: 
http://mini.net/tcl/references/6172! and follow by links. (note that '!' 
is part of URL)  ?
