That all depends on what type of system it is for.  There is some sort 
of perlcc compiler
that (if I remember correctly) can turn the perl code into c code.  I've 
never personally
used it, just read about it in the ActiveState help pages.

The other alternative is to get the perlapp executable from 
ActiveState.  This will turn your
perl script into an executable.  They make it for several platforms 
(Win32, Linux, Solaris, etc.)
It's part of the PDK Pro Pack (Perl Deployment Tools section)

There is a 21 day free trial (after which the compiled executable 
may/may not work) and
a $49 student (/personal I think, i.e. non-redistributable binaries) 
version.  I've used the
Perl Dev kit at work so I don't have to install perl on 100 different 
machines...  It works fairly
well...
