releasing program

Hi!

After much hair pulling and confusion 
(other things than flash() doesn't work on my windows
system) 
I am near the point were I can wrap things up in my
Perl/Tk program.
I have never tried it before, so I hope somebody here
can
answer the question:

Where can I find out more about releasing a program?


In my program there is a "File" menu with the well
known options:
Open, Save, Print ect.
I need to link these options to their function.
I also have to make it installable and create icons
and such.
Surely I don't have to start from scrach.
