XML::LibXML: UTF8 not being set properly on toString of Document

Hello all,

I recently spent a good part of last week tracking down what appears to be a
regression in the XML::LibXML code.  I wrote up an RT bug on the issue here:

#38347: UTF8 not being set properly on toString of Document

The reason I am writing is to see if anyone close to the XML::LibXML module
can look into this and help confirm or deny my conclusions.
