Parsing XML based config files

I have been scouring the internet trying to find out if there is
already some code to parse the cluster.conf file for redhat
clustering.

My problem is that I will be maintaining my conf files on a separate
host which will not have clustering on it.  I would like to be able to
manipulate the conf file and then push out the new version.

I am by no means an XML guru, but I am comfortable with it, the
trouble I have been having is when I output the XML after inputing it,
it is not identical, and the processes can not parse them.
