I can't speak for Toby either, but I was there when he put the idea forward on the #perlrdf channel on IRC [1]. His main motivation was to support using XSLT2 for GRDDL transformations [2], so it was more of a feature requirement than anything else. Thus, the use of Inline::Java may be the reason why he wrote what he wrote.
