I found this old mail of yours since I was searching the list. Apparently, there was no answer. Not sure if it makes any sense to still answer, but here is my experience: Strawberry perl builds most xs modules without problems. I haven't tried LibXML, but I expect it would work easy. I use LibXML under cygwin, currently with perl 5.10. And it installs easily. ActivePerl seems a little dated to me, so maybe that's why updates are not coming.
