I checked and cygwin comes with a libxml/libxslt packaged. Apart from cygwin, there is pre-compiled version at ftp://ftp.zlatkovic.com/libxml/ which looks recent. Includes libXSLT. Just in case you haven't seen that. I think I used that before I switched to cygwin.
