Real-life Perl frequently is, unfortunately, a god-forsaken valley of hackery-hoo, and using Test::More, among other things, is a means to get by. Use it and your skills will improve. This is rather unrelated, however, to your present question about usage for XML and XSLT programming. Test::* is just the infrastructure for writing tests, and the kind of test you may wish to have is entirely dependent on your requirements. So I'd say you need to specify those to get more helpful replies. You might also be interested in Schematron and RelaxNG, which are testing and validation techniques you might have a use case for.
