As the person currently (doing a terrible job of) maintaining the
XML-SAX distribution, I guess I should have an opinion.  I was only
recently made aware of the problem and have exchanged emails with Kip
but we haven't yet settled on a firm plan.

It definitely looks like XML-SAX-Base should be distributed as a
separate distribution and XML-SAX should list XML-SAX-Base as a
dependency (at least for the regression test suite).

I'm not sure why XML-SAX-Base was included as a subdirectory in the CVS
for XML-SAX but it's been that way since before I inherited XML-SAX.

The version of XML-SAX-Base that's distributed with XML-SAX seems to
have had a few patches added to it since the last version released by
Kip.  So the simplest solution is probably for me upload two new
tarballs containing the same files as were in the last XML-SAX release
but split into separate distributions.

Then if Kip wants to do any further changes to XML-SAX-Base he can
simply upload a new release of XML-SAX-Base (the 'Unauthorized Upload'
label on his upload is just a glitch in the matrix - he does have the
required permissions).

There are other outstanding patches for XML-SAX but it's probably
cleaner to apply them in a subsequent release.
