Issues with XML::Parsed and a DTD

I am attempting to use XML::Twig to parse xml coming out of
openpegasus. I found the DTD's here http://dmtf.org/standards/wbem
here is the exact one I'm using for openpegasus
http://dmtf.org/sites/default/files/standards/documents/CIM_DTD_V20.dtd

xmllint says the xml validates against the dtd just fine
however when I try to use XML::Twig to process it I get an error
saying my DTD is invalid.

I am using XML parser version "perl-XML-Parser-2.34"

does any one have any suggestions on haw to fix or work around this
