Haven't checked the Perl interface, but xmllint works - eh, fails fine
for me:
$ xmllint --noout --schema /tmp/s.xml /tmp/d.xml
Element '{http://www.w3.org/2001/XMLSchema}element', attribute 'ref':
The QName value 'interface' does not resolve to a(n) element
declaration.
WXS schema /tmp/s.xml failed to compile
$ xmllint --version
xmllint: using libxml version 20707
compiled with: Threads Tree Output Push Reader Patterns Writer SAXv1
FTP HTTP DTDValid HTML Legacy C14N Catalog XPath XPointer XInclude
Iconv ISO8859X Unicode Regexps Automata Expr Schemas Schematron
Modules Debug Zlib
