may give people on this list some insights as to why we throttle
requests for DTDs (back then we were forbidding them entirely for a
while, but the worst of the applications was fixed).  We now also
throttle requests for XML Schema resources.

The level of traffic makes being "slashdotted" an insignificant blip.
