Yes you may suggest, and you may also be the keeper of the PREPs.  This is a
great honor that I bestow upon you.  Make us proud.

I would suggest using your own judgement when a number should be assigned.
When you see someone making a proposal, just assign a number and cut and
paste their proposal into an html format.  It doesn't have to be pretty.
I'll put together a place on the website and give you a password.  We'll
just do one page per PREP with a simple index page with hyperlinks.

The biggest problem will be that I come with with multiple proposals per
day.  Will they be modifications to PREPs or new PREPs?
