I've never used a wiki, but it would seem to be a good compromise between a
mailing list and a formal PREP.  I don't think it would replace the mailing
list.  We would still need a place to just throw out or ideas in a less
structured format.

I would think the wiki would be a bit more structured than your examples.
Your examples aren't any real improvement over a mailing list.  If we can go
back and edit the past entries, which is what I think is the big difference
between a wiki and a mailing list, then I would expect a more structured
presentation.
