I have added the Paul's Two-Tier call_, str_, fix proposal to the tenative
APPROVAL decision list because I made a challenge to find something wrong
with it on 6/28 and no one rose to the challenge.

I will iron out details by the end of today.  Putting it on the list now is
a heads-up.
