Vote on Prothon 1.0 specs !!!

I have the first real proposal for the actual 1.0 specs.

I've made a new category of things to delay until a future release.  I've
put all the design-by-contract stuff in there plus some others.

The stackless stuff still needs a lot of design work, but we have something
we could use for the worst case which is equivalent to stackless 1.0 and we
could start with that and delay the features of 2.0 until a future Prothon
release.  If we did that we would be limited to co-routines that have no C
extensions for 1.0.  Also if we had to we could remove pre-emption and sleep
in the light-weight threads for now which would make Christian agree with
the current specs.  It is always safer to start with less features and add
them later.

The other topic that needs discussion is translation with the _"xxx" i18n
translation strings at  http://prothon.org/wiki?pagename=TranslationStrings.
I think we should have these but only Lenard and I have discussed them.

So look over the set of features that I have chosen to include, delay, and
reject.
