That seems about right.  The list started as a way to take doc 
discussions off of ruby-talk.  There was much to organize. Now, thanks 
to a handful of industrious people, things roll along fairly smoothly.

And, yes, it seems that the best way to get patches committed is to post 
to ruby-core.  An advantage there is that you are more likely to get the 
eye of people who can verify the accuracy of the patch.
