Submission Guidelines

I wanted to have some exchange with James and Eric on this one before  
I did too much writing on the submission guidelines.  I'd like to  
turn it into a manual eventually, but post more info early.  Is there  
a particular format you're looking for for the early posting?  Should  
it be voiced like the paragraphs on the status report page?
