sather manual and gfdl

Hi folks,

At rms' request, could you change the license on the Sather manual to be
GFDL?

I see it was partially copyright by the "International Computer Science
Institute" (although "199x" is not a valid date).  If there's no way to
get permission or an assignment from them, I guess it could be changed
to be a dual-license of the GPL and GFDL.
