Hello Oleksandr, In general, you are of course welcome to submit a formal application through the GSoC process (more info their website). To answer more precisely to your question, it depends on what project you would like to work on. Without a particular focus to concentrate on, I can only send you back to the page you cite, which lists all the guidelines and requirements to apply as a student to GSoC with the Scala Team.
