[GSOC] A next generation Scala Build tool

I am applying to work with Scala for GSOC. I would like to work on the 
Scala build tool and I have drafted my application. I'd appreciate comments 
as this is my first GSOC application and I'm unclear as to how specific one 
has to be with the timeline and the features - especially for a project
