adding smalltalk-mode to ELPA?

Dear list,

GNU smalltalk has a official smalltalk-mode for emacs. Nowdays the
standard to distribute emacs packages is via ELPA or MELPA; since GNU
smalltalk is already a GNU project, maybe the smalltalk-mode should be
packaged and distributed on GNU ELPA?
