Hello Michael I remember that Yoshiki Ohshima wrote a VM for Google Native Client. http://forum.world.st/Squeak-VM-port-to-Google-Native-Client-td3494618.html I'm not sure it directly runs on Chromebook or not. However I guess it might be a starting point for it.
