What apple folks did for their webkit open-source core is a
modification of bugzilla: when you attach a patch to the bug, you have
to check a box saying that you agree to license the code under their
license.

My understanding is that open-source projects require explicit
assignment of copyright only if they want to preserve the right to
re-license the code in the future under a different license. Outside
of FSF (official GNU projects) that's very rare.

Just FYI: I'm not a lawyer so don't listen to me.
