What WebKit (Apple's browser core) does is:
* submitter opens a bug describing the problem and attaches a patch
* he sets the "review required" flag with the patch
* one of the official reviewers has to review the patch and either
accept or reject it
* if the patch is accepted by a reviewer, any commiter can submit the patch
* if the patch is rejected, usually a reason is given and submitter
can improve the patch and submit it again

This system could probably be emulated with labels in google's
bugtracker. Or you can just ask people to open a bug, attach a patch
or file(s) and post a notice to the group.
