Yes, I'm sure:
(dir) 1 % registry help
bad option "help": must be broadcast, delete, get, keys, set, type or values

I have tried this (interactively) with:
  - tclkit-win32.upx.exe  (8.5a4)
  - tclkit-win32.upx.exe  (8.4.13)
  - tclkit-win32.upx.exe  (8.5a4 lite)

Now I even tried it in the first place in a starkit to eliminate the 
possibility that the console (or something else started in an interactive 
tclkit) loads the package. So I inserted 'registry help' as first command in 
a main.tcl -- and get the same error as above ...

This all happens on Windows XP.
