dqkit corssplatform?

dqkit has been described as starkit on steroids. My specific interest
is because of the inclusion of BLT which is needed for a current
application ( a translation of a spreadsheet based package into
something more foolproof.)

One of the neat features of starkit is that it is truly
crossplatform---I can create it on Linux with the expectation it will
run on windows (if I do it right of course.) Does dqkit have that
degree of
crossplatform capability?
