Any documentation on dqkit

I have a potential starpack application which could benefit from 
dqkit. I downloaded dqkit but there is no documentation, no makefile 
and no ./configure file.  How do I install the dude?  How do I use it 
as opposed to starkit? Is there an equivalent to starpack in the 
dqkit world? 

I am looking at dqkit because of BLT which apparently can't be 
incorporated into a starkit/pack.
