How to include in TclKit other libraries/packages?

I'm new in TclKits/StarKits.
Most of TclKits contains only a few packages. I want to make a TclKit,
which already includes packages like Iwidgets and BLT. But, I do not
know how. I've searched along the net, but could not find suitable
information, only a kind of concepts or sending to TclDevKit.
Could anyone help?
